Hello and Welcome to the Electronics & Repair Forum
Edit : I had to full-dress a quick survey to get the guide then the PDF appeared + the fz files (boardview files listing all the components on the motherboard's pcb), all the others sources I found online were asking for $$, just download the point right after the survey and you're good to go.

You canful pop out by checking the charging connector soldered on the board you should read around 19v, so check the 2 entry mosfets near this connector, look for a short circuit by doing a continuity test with a multimeter.
D=Drain pin 5-6-7-8
S=Source Pin 1-2-3

Hi, I get 3v on the firstborn pin of the bios chip, and 0v on the pin 8 is that normal?
Reported to the schematics diagram in the manual and datasheets, I should have 1.8v there, right?
How to check the central processor? Is my Xserve Xeon Nehalem 2.26 Quad Nub A1279 completely insensitive?
My 3v 5v governor seems mulct though since I tested the voltages and ground.

Don't skip over into the repair book and chip level right away. Depending on the job IT won't be the same approach. Does your laptop have any issue with the disply, or the powerfulness? It's chief to proceed step by step as an alternative of quickly replace parts same RAM Beaver State artwork chip or eventide the central processing unit, first thing first check if your charger is working. As simple as that. Also assay your shelling.
Then you will go on and check the circuitry : coils, mosfets, capacitors, inductors, etc.
If you are a total founding father in electronics better take your computer to a restore betray to avoid causation more damage to IT, symmetric if it costs you a little bit. They can solder and desolder parts real quickly without taking any risk for the rest of the components.

Here are the teetotum 5 things I always do to troubleshoot your faulty MB:
- Check the charging connector. Most of the trouble comes from here. Test IT with a multimeter to examine if you get the +Vin (District of Columbia +19.5v) at its pins.
- Locate all the coils on the board and check them for continuity to the ground. (multimeter in diode mode). These components are the power supplies of each part of the board, if one power rail is down then IT can prevent the laptop from working.
- Check all the mosfets happening the pcb. In that respect are round a dozen, a lot of computers breakdowns come from a close circuit in a transistor. Generally the 2 essential ones after the charging port, they are very encline to shorts owing to their constant solicitations.
- Use isopropyl alcohol to locate overheating components. Heat makes it vaporize quicker when put one acros shorted parts that are very sultry.
- Finally use a voltmeter to check the voltage on components present on the 3v/5v rail, if you don't get the perpendicular electric potential there then the problem is likely due to the voltage regulating chip, surgery a failure from a condenser.
